Deployment to Organizations Subject to the Public Service Employment Act

Dear Mr. Blais:

SUBJECT: Deployment to organizations subject to the Public Service Employment Act

As you are aware, the Public Service Commission (PSC), in 2011, approved the deployment of Security Intelligence Review Committee (SIRC) employees to organizations that conduct hiring pursuant to the Public Service Employment Act (PSEA). In line with the review process of the PSC’s Framework for Deployment from Separate Agencies, the PSC reviewed your staffing program to determine if there had been any changes that might have an impact on this decision. It was determined that no such changes have been made, and the PSC is satisfied that your organization monitors its staffing system to identify and address any areas requiring improvement. Following this review, I am pleased to inform you that your employees may continue to deploy to organizations that conduct hiring pursuant to the PSEA.

Please note that the PSC is currently reviewing its policy and oversight frameworks. Once these reviews have been completed, the PSC’s Framework for Deployment from Separate Agencies will be reviewed to make it aligned with our new direction. We will give you an update, as well as an overview of the changes made to our framework, before our next review of your staffing system.

Annie Lefebvre has been assigned as the PSC analyst available to the SIRC should you have any questions or require any guidance with your staffing system. She can be reached at 819-420-6425. You should also inform her of any significant changes to your staffing program.

Yours sincerely,
