PM announces appointment to the Security Intelligence Review Committee

Prime Minister Stephen Harper today announced the appointment of Mr. Ian Holloway as a member of the Security Intelligence Review Committee (SIRC). Mr. Holloway is currently the Dean of the Faculty of Law at the University of Calgary, where he has served since 2011.

Mr. Holloway brings a wealth of legal experience to the position, having served as Dean of the Faculty of Law at the University of Western Ontario, Assistant Dean at the Australian National University, and having held appointments at Cambridge and the National University of Singapore. He has also worked in private practice specializing in labour and employment law.

In addition, Mr. Holloway has a deep knowledge of security issues, having served 26 years in the Royal Canadian Navy and the Royal Australian Navy prior to his academic career. He retired as a Chief Petty Officer in the Royal Canadian Navy.

In 2003, Mr. Holloway was elected to membership in the American Law Institute, an honour bestowed on few Canadians. In 2005, he was appointed a Queen's Counsel. He remains a member of the Nova Scotia Barristers' Society and the Law Society of Upper Canada, is a Trustee of the Law School Admission Council and a member of the NALP Foundation Advisory Board. He serves as a Governor of the Southern Alberta Division of the Canadian Corps of Commissionaires. Mr. Holloway was also a member of the Advisory Council to the Minister of Heritage on the Commemoration of the War of 1812.

Mr. Holloway is also a prolific author having published two books, a number of book chapters, and many refereed articles published in law journals in Canada and around the world. In addition, he has published a book on naval history as well as 25 essays or other pieces in various legal and non-legal periodicals.

In accordance with the requirements of the Canadian Security Intelligence Service Act, Mr. Holloway was sworn into the Queen’s Privy Council for Canada.

Established in 1984, SIRC provides an external review of the Canadian Security Intelligence Service’s performance of its duties and functions, and examines complaints by individuals and reports by ministers relating to security clearances and the national security of Canada.
